It is proposed therefore to proceed as follows:-

(a) To obtain from the Military authorities

information as to the areas on which

afforestation is not desired by them.

(b) To develop as far as possible, all areas

which appear suitable, and which do not

effect the "leased lot" system.

(c) To constitute certain areas as Forest

Reserves and arrange for them to be

surveyed, demarcated and gazetted.

4. Forest Reserves.

At the present time only one Forest Reserve has been

gazetted, viz. "Mount Collinson Forest Reserve" Hong Kong

Island

area 328 acres. It is not proposed that further

Reserves shall be made on Hong Kong Island but rather that the

whole area shall be treated as one large reserve on modified

lines.

On the Mainland it is considered that certain Forest

Reserves should be constituted. The following is a list of

areas which should be considered in this connection:-

Kowloon Reservoir Catchment Area and Tai Wo Po

Plantations.

Taipo Kau Forest Reserve

Fanling Plantation Area

Shing Mun Catchment Area.

5. Future Policy for Forest Reserves.

It is proposed that the Forest Reserves shall be

developed as follows:-

Mount Collinson - as a representative local forest

section, with grass areas for the preservation

of the herbaceous small flora of Hong Kong.

Kowloon Reservoir Catchment Area and Tai Wo Po

Plantations
